Dear Department,
The Minister who read our despatch number 286 of
March 23rd., on his return to Peking, has no observations
to offer, the question of the prevention of piracy having
been so thoroughly gone into by Brenan and Barton.
Meanwhile it would seem that the treatment meted out to
the "Irene" and her pirates has proved a useful deterrent.
